"Two (2) deer per calendar year, provided one (1) is taken with a restricted nonpermit-tag issued under R12-4-115 (Population Management Seasons)." So one deer on an ordinary tag, and a second only on a population management restricted nonpermit-tag. Arizona counts deer rather than antlers: the limit is the same whether the deer is antlered or not. Regulations p. 26.
