One. "A hunter may only purchase one permit that allows the harvest of an antlered deer" — every deer permit is worth one deer, and the antlered ceiling is the single antlered permit. Whitetail Antlerless-Only permits, up to ten of them, take does and fawns only. Regulations p. 30 and KDWP's deer page.
